If you have these symptoms then your AC may have the same problem as this one. And need an new capacitor.
•Fan not spinning
•You can hear an electrical hum
•You hear random buzz noise
• Leaking or a bulging capacitor
If you ever poke around an AC unit, always power off at the breaker and outside switch box!

Our fan wasn't spinning in our unit. I started looking and noticed that there was a fuse controlling the fan. As soon as I changed the fuse out, the fan started working once again. This is one solution to look for if you're having trouble finding an answer for the unit.
